The way i see it either somebody forgot to write it or Ed Norton did write it but the people over at Marvel were to busy counting Iron Man money to give a crap to read it. Some my say well its better than the last one. Which is only true cause its shorter, 138 minutes vs 114. If you want to see a whole lot of shirtless Mr. Orange and Ed Norton running, taking a nap and getting his hair cut this is the movie for you. Oh and the Hulk uses his ThunderClap to put out a small fire, and that about as cool as it gets.
